*Please read full instructions till last* Case Studies on Railways operation You can either solve Problem Statement 1 or 2 or both The problem statements below are broad preliminary frameworks intended for freelancer selection. They do not represent the complete operational picture. The assignment is expected to commence within the next 2–3 days. At the start of the project, the selected person will be provided with additional ground realities, existing operating arrangements, practical constraints, and other relevant information required to properly diagnose the problem. At this stage, I am primarily interested in identifying people who have the right experience and problem-solving approach. Problem 1: End-to-End Linen Management Indian railways provides linen to passengers across long-distance trains. Linen continuously moves between trains, stations, storage facilities and mechanised laundries. The system involves multiple washing agencies, executing agencies, contractors and contracts, with variations in rates, service conditions and operating practices. Challenges include linen loss/theft, inventory visibility, limited storage, washing capacity, quality consistency, buffer-stock requirements and ensuring timely availability of clean linen for outward and return journeys. Broad Challenge: How can an end-to-end linen management system be designed that ensures the right quantity and quality of clean linen is available at the required train, location and time while reducing losses, excess inventory, operational complexity and lifecycle cost? The solution could potentially involve changes in inventory management, logistics, laundry operations, asset tracking, contracting, ownership models or the broader operating architecture. Problem 2: Workforce Deployment for Long-Distance Onboard Services Long-distance passenger trains require onboard services throughout journeys that can substantially exceed a normal working day. Working-hour, rest and overtime requirements create an operational challenge because continuous service must be maintained while individual workers must operate within applicable labour requirements. Simply increasing manpower or overtime may significantly increase operating expenditure, particularly when replicated across a large railway network. Broad Challenge: How can manpower deployment be redesigned so that continuous onboard service is maintained while individual workers operate within applicable working-hour and rest requirements, without creating disproportionate increases in manpower and operating costs? Possible solutions could involve changes in rostering, crew deployment, intermediate manpower hubs, relay systems, shift design, service models, technology or other approaches. Again, no particular solution is being prescribed. What I Want From Applicants: your proposal should briefly provide: -Your understanding of the problem and what you believe are the key questions that would need to be investigated. -Your broad approach to analysing the problem once detailed operational information is provided. -Relevant experience, particularly any similar problem involving railways, airlines, public transport, logistics, industrial laundries, hospitality, hospitals, workforce scheduling or other large-scale operations. -Evidence of relevant work, where available, such as case studies, publications, portfolio samples or descriptions of comparable assignments you have personally undertaken. -Methods/tools you would potentially use, such as operations research, network optimisation, inventory modelling, process mapping. The selected person will receive the more detailed operational brief and ground realities when this project commences within the next 2–3 days.
