App to Remote Slow Speeding Cars

I need an experienced software developer to build a cross-platform mobile application (iOS and Android) that allows a police officer to intervene in a high-speed pursuit straight from the patrol car’s laptop or phone. The core requirement is the ability to interact with a fleeing vehicle’s onboard systems in three ways: • Remote control of vehicle speed – trigger a gradual electronic throttle limit or similar command that safely brings the target car below a predefined speed threshold. • Send a real-time alert to the driver’s dashboard or infotainment screen informing them that speed reduction has been activated. • Continuously obtain and display live telematics data (current speed, GPS position, VIN, etc.) so the officer sees instant feedback on the maneuver. The workflow I picture is: officer selects the target vehicle ID, issues the slowdown command, watches the live metrics verify compliance, and the system logs the entire event for evidence. Because we must communicate with many modern vehicle networks, familiarity with CAN bus, OBD-II, secure over-the-air commands, and encryption best practices is essential. The UI should remain simple (React Native, Flutter, or similar is fine) while the underlying control protocols stay robust and tamper-resistant. Deliverables 1. Technical architecture brief outlining communication method, authentication, and safety fallback. 2. Working cross-platform app with clean, modular code. 3. Demo video slowing a test vehicle or simulator. 4. Documentation and hand-over session.
