Boost Web Presence with SEO

This is only for Indian freelancers ( NOT agencies) We are looking for someone who has a good track record with SEO. More importantly, I don't want fake freelancers who promise traffic and then link it with "SEO takes time" Also, don't want those whose backlink portals don't create impact or don't last- many freelancers take projects; the backlinks are working fine for 6 months and then disappear. Need to ensure this is not the case.
