Build Secure Service Booking Marketplace

I need a web platform that works like a marketplace for a certain type of services. On this platform service providers will list their pricing for their service and the potential customers can browse the listings, select a provider based on location (provider's county must match the customer's county) and books the service. The platform will need three types of users: - the service providers - the customers - the admin - has access to a dashboard that allows to manage providers, customers and orders. Customers will pay for the service through the platform but it's not a simple checkout. I am planning to use Stripe as payment gateway and I need Stripe to place a hold on the customer's credit card for at least 5 or 6 days and the amount will be captured only after that interval if the provider has completed the service. I will need the captured amount to be split between the platform (which will retain a percent based fee) and the provider. Fro communication I will first need only email notifications. The platform's UI must be modern, yet simple, responsive and fast loading. Security is very important. I already have a domain name and a shared hosting account with cPanel. All the details will be shared only with the selected freelancer. I do not have a strict preference over a framework or a technical stack, can be anything, but code must be readable and well documented. I prefer freelancers who are available for long term collaboration as I plan to extend the platform in the future.
