Recharge Software & Admin Panel

I need a complete recharge solution that lets customers top-up mobile phones, pay DTH subscriptions, and settle utility bills from a single interface. The core must be a web application backed by a solid database, with a companion Android app that consumes the same APIs so users can switch devices seamlessly. On the back end, the admin panel has to give me full control: I want to create and manage user accounts and agent hierarchies, watch every transaction in real time, and generate clear, filterable reports that can be exported for accounting or audit purposes. Charts, summaries, and searchable logs are all part of the brief. Security, role-based access, and clean, intuitive UI/UX are essential. Please code with scalability in mind, document the API endpoints, and include deployment instructions so I can host the web app on my own server and publish the Android build to Google Play.
