I have the City of Chicago’s official 2010 zoning map only as a 247-page, letter-size PDF. Your mission is to turn that scan into a single, city-wide vector layer that drops straight into ArcGIS or QGIS without any additional cleanup. The work involves georeferencing each plate, tracing every zoning boundary (roughly 11,000 polygons), and assigning the exact zoning classification printed on the map. Topology must be clean—no gaps, slivers, or overlaps—and adjacent sheets need to stitch together seamlessly so spatial joins and dissolves behave as expected. Deliverables • One polygon feature class (shapefile or File Geodatabase—choose the format you’re most efficient with) containing every zoning district, attributed with a field called ZONE_CODE. • Coordinate system: Illinois State Plane NAD83 East, US ft (EPSG 3435). • A brief metadata/read-me file describing the source, workflow, and any assumptions or QC steps. • Optional but helpful: a project file (.aprx or .qgz) with the layer symbolized for quick visual checks. I will spot-check several locations against the PDF to confirm positional accuracy and attribute fidelity before final acceptance. If you have handled large municipal zoning conversions before, that experience will be an advantage—please mention any comparable work when you respond.
