Audio Restoration Expert Needed

I have 19 audio files recorded on a voice recorder with an auto-detect feature. The device malfunctioned and recorded continuously, meaning the majority of the files contain blank outdoor background noise (wind rumble, passing cars, and traffic). I need an audio restoration specialist to: 1. Strip out/gate the long stretches of dead background noise to isolate where actual speech occurs. 2. Clean up and enhance the isolated conversations so the dialogue is intelligible and easy to understand. It's approx 38 hours of audio, but it is 90% blank background noise due to an auto-detect malfunction. I need someone to run an automated silence-stripper to pull out the dialogue, and I am only looking to pay for the deep cleanup of the actual spoken sections.
