Telegram API / MTProto Specialist Needed for Member & Engagement Analysis

I run a public Telegram channel with 30 000+ members but only a fraction appear truly active. I need a specialist who can dive into the Telegram API / MTProto from the vantage point of a regular member account and tell me, with evidence, exactly what member-level data is retrievable. The priority is clear: I want to know whether user IDs and usernames can be enumerated, how many can be reached, and under which technical or policy constraints. While you are exploring, please note any practical way to spot genuinely engaged users, describe the rate limits you hit, and flag the differences I would face if I ever upgraded the account’s role.
