Indian Railways EPC OHE and S&T cost estimation

I am preparing to bid on upcoming Indian Railways EPC tenders and need an experienced quantity-cost professional to build a reliable pre-tender cost estimate covering both Overhead Electrification (OHE) and Signalling & Telecommunication (S&T) works. The estimate must break costs down into material, labour and equipment so I can see exactly where my numbers sit against market benchmarks.
