AI Algorithm Proposal for IEEE Paper publications

I'm seeking an expert in Artificial Intelligence, specifically in Machine Learning algorithms, to help write a tech paper for publication in IEEE. Research begins by identifying a novel problem and potential algorithmic contribution. I do not have datasets, preliminary results, or an initial research idea to build from at this moment, The paper should focus on proposing a new algorithm. Ideal skills and experience: - Advanced knowledge in Machine Learning - Proven track record of publishing in IEEE or similar journals - Strong research and technical writing skills - Ability to articulate complex ideas clearly and concisely - Must have previous papers published in IEEE and share the links appropriately. - I am looking for contributions in Observability, but completely optional.
