Windows Hostel Management CLI Software

I need a self-contained Hostel / PG Management application that runs on a Windows desktop or local server and stores every record locally—no cloud dependencies at all. A simple Command Line Interface is perfectly fine as long as the flow is intuitive for non-technical staff. Core functionality I expect in this first release: • Check-in / Check-out management • Room and bed assignment • Billing and payment tracking • Electricity (EB) Bill Allocation All users can share the same access level, so there is no role hierarchy to implement right now. Even so, I still want the codebase structured so roles could be added later without rewriting major portions. Please explain, in your proposal, the architecture you recommend for an on-prem setup (for example, a compiled desktop client connected to a lightweight local database such as SQLite, or a small client–server package running over LAN so several PCs can work simultaneously). Make sure to include: • Technology stack and why you chose it • Any third-party or licensing costs I should be aware of (I prefer zero-cost runtimes if possible) • How multiple staff members could use the same data over our local network • Your approach to keeping the design extensible, so additional modules can be bolted on later Deliverables 1.
