Social Media Web App Build

I am seeking quotations from suitably experienced developers for the construction of a web base app.The design is mobile-first, although the system must also operate appropriately on tablets and computers. A complete script is already available. The application content is predominately textual and the four-page user experience has been substantially defined and is not being offered for redesign as part of the development quotation.
