Bilingual Excel Expert for Performance Indicators

Need to have someone on board to create Excel sheets for department performance indicators. Someone who can use dual languages (Arabic and English) and link them to overall strategy of the workplace . In need of a person willing to create workbooks for all departments. Please note that there will be changes as this is a middle-sized workplace which means there are still constant changes happening.
