Monorail Feasibility Study Consultant

I am moving forward with a proposed monorail in Malaysia that will link key tourist and business districts. A single alignment and its stations have already been shortlisted, so the assignment now is to prove—on paper and in numbers—that this route is worth building. Your mandate is to produce a bankable feasibility study that I can submit to government agencies, potential lenders and private investors. The focus is not on detailed engineering drawings; instead it is on demonstrating commercial, economic and operational viability from an independent perspective that blends both engineering practicality and financial realism. Scope of the study • Demand & route validation – test the ridership potential on the preferred alignment, confirm station catchments and evaluate any minor route refinements that could boost demand. • Costs, funding and financial returns – develop capital and O&M cost estimates, model funding structures (public funding, PPP, concessions, etc.) and present NPV/IRR, payback and sensitivity analyses. • Economic advantage & wider benefits – quantify job creation, tourism uplift, time savings, land‐value gains and overall cost-benefit ratio in line with Malaysian appraisal guidelines. Deliverables 1. Full feasibility report (PDF) with an executive summary and clear go/no-go recommendation. 2. Editable demand model and financial model (Excel or similar). 3. Slide deck highlighting key findings for stakeholder presentations. Acceptance criteria • All assumptions, data sources and calculations must be transparent and traceable. • Financial projections to cover at least 25 years of operations. • Conclusions must be defensible against standard peer-review questions. Preferred tools include VISUM or equivalent for ridership modelling and standard financial modelling in Excel; however, feel free to propose alternatives if you can demonstrate equal or better accuracy. Remote work is fine, though limited site reconnaissance (or coordination with my local team) may be required. Target timeline is eight weeks from kick-off to draft submission, with one revision round built in. If you have a track record in rail or urban transit feasibility—especially in Southeast Asia—this is a great chance to put that expertise to work.
