Creative SVG Artist for Slider and Spritesheet

I need an artist that could draw a slider for me and a spritesheet. The designs are already made. I will provide the image that will include all references. 1) For the slider: I just need 29 images of the slider in different positions. The slider will have a fill that gets bluer when the fill is mostly to the left and redder as the fill progresses to the right. The slider must not include the handle. The handle must not be included in the design of the slider. The handle shall be separated in an other file. 2) For the spritesheet, I need an animation for the yellow fish. The animation shall be like this (I can accept different animation under suggestion): the yellow fish becomes slightly bigger, at the same time, his eyes turn blueish and the bolt symbol on his body turns yellow, after this, the yellow fish returns to its original size. The number of frames shall be 30 but the final number might change because I will need to do some experiments on my screen to know exactly the number of images. All images shall be in SVG format with transparent background. The dimensions shall match the dimensions of the image provided. Do not change the style of the slider or the style of the fish. All designs and color shall match the image I will provide. For this project, there is going to be 2 milestones: first milestone for a succesfull submission of the above, second submission for some revisions as I may need some changes later. The first milestone can be completed in 2 weeks. The second milestone shall be completed after the 20th of October and before November.
