I’m looking for a specialist who can take our candidate’s message to every corner of Uttarakhand through compliant, high-volume digital outreach. At the moment I hold no voter contact data at all, so the first priority is to source or build fully lawful, consent-based contact lists for every assembly constituency. Once those lists are in place, I want to run coordinated bursts of WhatsApp Business messages, SMS broadcasts, and, where useful, short voice calls or recorded voice clips. The core focus of each touchpoint will be twofold: introduce people to the candidate and the campaign’s core issues, and invite them to upcoming rallies or local meetings. Content in Hindi and Garhwali/Kumaoni will be a plus, but English templates will help with approvals. Key things I’ll count on you to handle • Constituency-wise opt-in database creation or procurement, including proof of consent • Complete setup and configuration for WhatsApp Business, TRAI-compliant SMS routes (DLT registration, sender IDs), and an economical voice-blast solution • Message scheduling, throttling, delivery tracking, and basic analytics so we can see open/response rates per constituency • Clear exportable reports after every wave Acceptance criteria 1. At least 80 % delivery success per channel, per constituency 2. Zero policy violations with WhatsApp, TRAI, or Election Commission guidelines 3.
