WhatsApp APK File Delivery System

Hi, I need a simple method to send an APK file to approximately 2,000 WhatsApp contacts using an approved WhatsApp message template. My only requirement is to send the approved template along with the APK file. I do not need a dashboard, CRM, or any other additional features. Please confirm whether this is technically possible through the official WhatsApp Business API and share the method, cost, and timeline. I am looking for a freelancer who has experience with WhatsApp API templates and APK file delivery.
