Bulk Google Sheets to Excel Transfer

I need help pulling data out of a large collection of Google Sheets and dropping it into Excel just once, no ongoing sync required. There are many individual Sheets scattered across my Drive; each belongs to a specific topic or lives inside a themed folder. Your task is to fetch every Sheet, group them by that topic or folder, and then merge the rows for each group into a single .xlsx workbook. In the end I should receive one Excel file per topic/folder, each reflecting the full, current content of its matching Google Sheets. You are free to use the Google Sheets API, Apps Script, Python, Power Query, or any other reliable method—as long as the final Excel workbooks open cleanly in the latest desktop version of Microsoft Excel with formulas converted to values where needed.
