GIS/Web-3D Developer for City Development Visualization

We are looking for a GIS / Web-3D Developer to support a proposal and, if awarded, delivery of the City of Surrey Development Visualization project. We are open to Junior, Intermediate, and Senior candidates and will evaluate candidates based on their actual technical experience and ability to contribute to the work. The project is a public-facing interactive web mapping and 3D visualization platform for major development projects, infrastructure, transit, amenities and growth opportunities in Surrey. The initial pilot is expected to include approximately 35–50 development projects representing 80–90 buildings, with priority areas including Surrey City Centre, Fleetwood Town Centre and Campbell Heights, including South Campbell Heights. The work combines GIS, web mapping, spatial data, APIs and browser-based 3D.

Responsibilities

may include GIS/Web-3D architecture and implementation, interactive 2D/3D mapping, City data integration, spatial data ingestion and validation, project/location mapping, transit/infrastructure/amenity layers, accessibility information, proximity analysis, 3D building asset integration, performance optimization, responsive design, scalability, analytics, hosting, monitoring, backups, recovery, security, testing, documentation, UAT, handover and maintenance/support. The City will provide project information through spreadsheets, drawings and visuals through PDF files, and spatial files such as shapefiles where applicable. The City will not provide finished 3D building models; the vendor is expected to create models based on the available project information. The solution should support different levels of detail, from simple 3D massing to more detailed building visualization. Required experience includes GIS/web mapping and modern web development, with experience in one or more of ArcGIS/ArcGIS Online, QGIS, GeoServer, Mapbox, CesiumJS, Three.js, WebGL, JavaScript, TypeScript, React or Vue.js. Experience with PostGIS, GDAL, GeoJSON, 3D Tiles, digital twins, photogrammetry, AWS/Azure, WCAG/accessibility, security, municipal/public-sector projects, urban planning, infrastructure, real estate or development visualization is strongly preferred. We need someone who can work with an existing development team and take ownership of meaningful technical work. Depending on experience, this may include contributing to architecture and technical decisions, building GIS functionality, integrating spatial data and APIs, integrating GLB/GLTF assets, optimizing maps and 3D scenes, testing and supporting the final platform. Please provide 2–3 relevant projects, clearly explain your personal role and what you built, include portfolio/GitHub/demo links where available, and identify any municipal or government experience. Please also provide your hourly rate, availability, relevant technologies, and any licensing or third-party dependencies. The anticipated project period is approximately 3 months at around 20 hours per week, with one year of maintenance/support included as required by the project.
