Project Overview We are seeking an experienced Full-Stack Developer or Development Team to design and build a modern, AI-powered, multi-tenant web application for commercial driver recruiting, pre-qualification, application processing, and onboarding readiness. This is Module 01 of a larger transportation management and compliance platform. The application must be highly customizable, scalable, mobile-friendly, intuitive, and designed to minimize manual data entry. Our objective is to develop an innovative system that automates repetitive recruiting tasks, maintains permanent driver histories, improves recruiting efficiency, and prepares applicants for regulatory qualification and onboarding. Recruiting CRM & Permanent Driver Records - Search existing drivers by license number, issuing state, phone number, first name, date of birth, or email. - Intelligent duplicate detection and identity matching. - Permanent driver profiles with complete recruiting, application, and communication history. - Inbound/outbound call tracking, notes, follow-ups, reminders, and recruiter assignments. - Configurable recruiting pipeline and status tracking. - Historical records must remain auditable, including corrections and status changes. 2. Recruiting Sources, Referrals & Analytics - Track recruiting sources, advertisements, campaigns, and referrals. - Identify referring employees, drivers, or staff members. - Measure lead quality, qualification rates, application completion, and hiring conversion. - Track recruiter productivity and advertising effectiveness. 3. Customizable Pre-Qualification Questionnaire - Carrier-specific recruiting questions and eligibility criteria. - Support CDL-A, CDL-B, CDL-C, and non-CDL driver positions. - Dynamic requirements based on vehicle type, operation, and position. - Automated preliminary qualification results with manual review options. - Configurable rejection reasons and follow-up workflows. 4. Pay Structure & Compensation Configuration - Customizable pay templates for CPM, hourly, salary, percentage, daily, per-load, and other compensation methods. - Bonuses, incentives, detention, layover, benefits, and additional pay. - Compensation approval controls and effective dates. - Automatically populate approved compensation terms into offer letters. 5. Conditional Employment Offer Letters - Generate professional, company-branded conditional offer letters when an applicant passes initial screening. - Include proposed compensation, position, benefits, and applicable employment conditions. - Support management approval, electronic signatures, and document versioning. - Clearly state that a conditional offer does not guarantee employment. - Final approval remains subject to applicable background screening, qualification verification, required drug testing, driving evaluation, and company onboarding requirements. 6. Mobile-Friendly Driver Application - Secure application links sent to qualified and interested candidates. - Complete commercial driver employment application with applicable regulatory requirements. - Dynamic forms based on carrier and position configuration. - Save and resume functionality. - Employment history, driving experience, accidents, violations, authorizations, and electronic signatures. - Automatically reuse verified applicant information throughout applicable forms. 7. AI/OCR Document Recognition - Capture front and back of driver licenses and supporting documents. - Extract names, addresses, dates of birth, license numbers, classifications, endorsements, restrictions, and expiration dates where available. - Validate extracted information through applicant confirmation and authorized staff review. - Detect missing information and document discrepancies. - Preserve original documents and processing history. 8. Automated Employment Verification (VOE) - Generate previous-employer verification requests. - Configurable request templates and delivery methods. - Automated follow-up reminders and escalation. - Track responses, pending requests, dates, documents, and communication history. - Maintain permanent verification audit records. 9. DQ Readiness & Document Tracking - Configurable document requirements and qualification checklists. - Track driver licenses, medical qualification, MVR, PSP, drug-testing documentation, Clearinghouse requirements, background checks, road tests, employment verification, and applicable annual reviews. - Track company policies, acknowledgments, consent forms, and authorizations. - Document statuses: Missing, Requested, Pending, Received, Under Review, Approved, Rejected, Expired, and Not Applicable. - Automated expiration alerts, follow-up reminders, and overdue notifications. - Display preliminary DQ readiness while reserving final qualification and dispatch authorization for the appropriate approval workflow. 10.
