14-Panel Cute Superhero Comic

I would like to have a short comic book—approximately 40 panels and 10 pages—created as a birthday gift for a friend. I will provide the script and the general character traits. Here is what I need from you: Drawing the ~14 panels, character designs and expressions, background creation, coloring, adding speech bubbles and text, and laying out the panels in comic book format. I envision a colorful, cute, and fun superhero comic in a simplified Bratz style The story features four main friends, a talking cat, and a final boss character. I will share the character names and the detailed script with the person hired for the job. My budget: 27$ The entire project must fit within this budget.
