Live Excel-to-Cloud Sync

I keep a working Excel file on my local machine and I need its full contents pushed into a cloud database (MySQL, SQL Server, or PostgreSQL) every time the file is saved. The moment the worksheet changes, the solution should detect the modification, connect securely to the chosen database, wipe or overwrite the target table if necessary, and insert the latest data in one pass—no incremental logic, just a complete refresh. The workflow must run in the background without manual clicks: think a small watcher service, script, or lightweight desktop app that starts with the system, listens for file-change events, then fires the upload through the database’s standard driver or a REST gateway if that simplifies authentication. I would like clear, commented source (Python, PowerShell, C#, or another language you are comfortable with), a simple configuration file for database credentials and sheet/table mapping, and step-by-step setup notes so I can redeploy it on another PC if needed.
