Resolve OpenCCC Application Issue

Hello, I am an international student in Morocco who wants to apply to an American college, Citrus College, through the California Community Colleges OpenCCC application system. When I tried to apply, the website would not work and repeatedly showed me a proxy error. I tried using a laptop, a phone, fixed home Wi-Fi, mobile data, mobile hotspots, incognito/private browsing, clearing my history and cache, using no browser extensions, and using no VPN. Despite all of this, the problem continued. I contacted the OpenCCC Help Center to ask them to help me resolve the problem. I provided my ID and IP information to them, and they told me that they cannot whitelist individual IP addresses and therefore cannot assist me further with this issue. They advised me to contact Citrus College to ask whether the college had an alternative way to apply. I contacted Citrus College, and they told me that applying through OpenCCC is mandatory and that there is no alternative application method. I then contacted OpenCCC again, and they told me that if I know someone in the United States, I can ask that person to apply on my behalf using the information I provide. Unfortunately, I do not know anyone in the United States who can help me. I am therefore looking for a professional who can help me find a legitimate solution to this problem. I am NOT asking for anything that violates OpenCCC's terms, your platform's terms, or U.S. laws and regulations. I only want a legitimate and authorized solution that allows me to complete my own college application properly. If there is a technical solution that I can use myself, I would be happy to follow it. If there is another authorized method that you can recommend, I am also willing to consider it. I can provide the relevant emails from OpenCCC and Citrus College, my ID,as well as any other appropriate evidence or information needed to understand and resolve the situation.I am not asking to deceive or bypass openccc ,or any other non ethical behaviour.I am asking for a legal solution solely. Please let me know if you can help me find a legitimate solution that complies with all applicable terms and policies.
