Sanitary Pad Dispenser Design

I'm looking for a manual single sanitary pad dispenser designed for installation in schools or colleges. The challenge is to be as compact as possible while fitting at least 70 pieces of sanitary pads (ca.0.4mm). Must be non-electrical and include a cooling-down mechanism (30-40 seconds) before the next pad can be dispensed to avoid theft. The material of the dispenser is free of choice (metal, plastic,...).
