Convert Handwritten Images to PDF

I have between 51 and 100 clear photos of English-language notes that I need turned into fully editable, accurately typed text and supplied back to me as a single, well-formatted PDF (or several PDFs if the volume makes that cleaner). Each page in the file should mirror the structure, headings and paragraph breaks of the original handwriting so I can search, copy and annotate without any loss of meaning. Legibility is good, so feel free to combine careful manual typing with OCR tools such as Adobe Acrobat, ABBYY FineReader or whichever workflow you trust for the highest precision; just be sure to proofread so there are no spelling or punctuation slips. I’m aiming for above-99 % accuracy. When you return the finished PDF, I’ll spot-check at random against the photos. If everything lines up and the text is selectable and editable, we’re done.
